The Residence at Westport – 1141 Post Road East

Redniss & Mead guided the transformation of a longtime nonconforming industrial contractor’s yard into a new senior living community for LCB Senior Living. The property, once home to Kowalsky Brothers’ operations, sits immediately adjacent to the 113 Post Road East redevelopment, and Redniss & Mead initially shepherded approvals for a 42-unit mixed-use housing project for Coastal Construction. When LCB identified the site as ideal for a senior living facility, our team helped transition the approvals, including multiple zoning text amendments. Working closely with the Planning & Zoning Commission, we drafted and advanced the regulatory framework to accommodate this type of housing, while also addressing the town’s affordable housing requirements. In a creative off-site solution, LCB funded the purchase of two single-family homes by Housing Development Fund, which were deed-restricted as affordable units.

From an engineering standpoint, the site presented significant challenges. A brook mapped on FEMA flood maps ran through the property, but decades of contractor activity had altered the landform, leaving outdated and inaccurate flood boundaries. Redniss & Mead prepared a series of LOMR and CLOMR applications to FEMA, remapping the floodplain and floodway to reflect current conditions. This required detailed flood modeling and repeated coordination with FEMA, as the building footprint initially lay within the regulatory flood zone. In addition, the project demanded full civil design services, including grading, stormwater management, utilities, sanitary sewer, and erosion controls. Wetland impacts created by prior site disturbance were also addressed through restoration and enhancement.

The LCB design team included The Architectural Team (TAT). Completed after one of the most challenging zoning and engineering review processes in Westport, the project stands as a model of how collaboration, regulatory innovation, and technical expertise can deliver community-serving, diverse housing on a site once considered too difficult to develop.

Waterstone at Stamford

Planning, Land Surveying and Site Civil Engineering services associated with the permitting of a new assisted living facility and separate self-storage facility. Planning services include: preparing, submitting, presenting and leading the planning & zoning application process. Services also include coordination with City Land Use Staff, presentation before Planning Board and Zoning Board, preparing legal notices and neighbor mailings and coordination with other City departments, area representatives, neighbors and other interested parties. Surveying services included Property, Topographic, Zoning Location and ALTA/NSPS Land Title Surveys. Engineering services consist of preparation of the Site Plan including grading, drainage, sanitary and utility plans; sediment and erosion control plans; drainage reports.

LCB Senior Living -The Residence at Summer Street

This project consists of a 104-unit assisted living and memory care facility. We provided planning and surveying consulting for feasibility and due diligence. During the development stage, we provided P&Z consulting services for the approval process which included applications for Text Change, Zone Change, Special Exception, and Site/Architectural Plan approval. In addition, we provided surveying and P&Z consulting services before, during and after construction. LCB Senior Living – The Residence at Selleck’s Woods

105-unit assisted living/memory care facility. The project included the adaptive re-use of an office building on an underutilized suburban campus. We prepared, submitted, presented and led the planning & zoning application process with the Town of Darien for the necessary Text Amendment and Zone Change approval for the development of this 7.9-acre property; and followed with a site plan and special permit approval for 105 units of Assisted Living and Memory Care. Additional engineering services included site plans for attended parking, drives, landscaping and utility infrastructure. Sunrise Senior Living

Planning and Zoning consulting services were provided for the development of this 3-story, 91 unit Assisted Living Facility. R&M also wrote new Zoning Text and obtained approvals to allow for the increased density and supported the application process including interfacing with the Town of Wilton officials and presented to the P&Z Commission. After development by Mark DePecol of SLD, Sunrise Senior Living assumed construction and operation of this project. Rendering by EGA Architecture.
