136 Riverside Avenue

Through the off-site affordable housing option created for 41 Richmondville, our planning team was able to collaborate with the Town of Westport, Abilis (a nonprofit agency serving individuals with special needs and disabilities), and leverage funds/in-kind construction services to adaptively reuse 136 Riverside Ave into Special Needs Housing. 136 Riverside Ave is a historic building, owned by the Town, and nestled within the Saugatuck Elementary School/Pal campus. It was long vacant, for sale, and in need of significant capital investment at the time.  Through various land-use applications and town agency meetings (8-24, Text Change, Site Plan, Special Permit, Board of Selectmen, Board of Finance, etc.), a total of 5 Special Needs Housing units were able to be constructed, including a unit for an affordable staff person.

This innovative arrangement not only satisfied regulatory requirements but also delivered a direct social benefit to the community. It created a framework for other potential public/private partnerships and developments in town to help leverage off-site funds to serve Westport’s diverse housing needs. The design team included Tanner White Architects and our surveying and engineering team.

The primary challenge lay in creating the regulatory framework, coordinating with a skeptical neighborhood, and structuring zoning text that supports the needs of Special Needs Individuals and the adaptive reuse of vacant town-owned buildings.

By combining zoning expertise, creative problem-solving, and collaboration with team members and community partners, Redniss & Mead helped deliver the long-term provision of deed-restricted special-needs housing at 136 Riverside Ave. This effort showcases how thoughtful planning can expand inclusive housing opportunities in Westport.

Mr. Mazzeo is Project Manager on most planning and zoning consulting projects. Jorge P. Pereira, PLS, CFS

Mr. Pereira is responsible for scheduling and coordinating all field work for the firm and works closely with the field crew members on most projects. He is responsible for client contact and coordination with other team members. He reviews surveying documents and maps to ensure accuracy and certifies them for less experienced and non-certified surveyors. Andrew M. Kuzmich, P.E.

Senior Engineer

Andrew is an out-of-the-box thinking civil engineer who consistently comes up with creative solutions to technical problems. He has inclusive experience as project manager, design team coordinator and technical designer. He is involved in all phases of development from concept through approvals to completion of construction. He coordinates project teamsincluding architects, traffic engineers, utilities, municipal land-use officialsand environmental agencies at the local, state and federal levels. Beyond his technical know-how, Andrew mentors our junior engineers and trains new staff in CAD and other related technical material.

Aubrey E. Mead, Jr.

Aubrey E. Mead, Jr. is Treasurer of Redniss & Mead, Inc., a land use consulting firm specializing in land use, civil engineering, surveying, and site planning.

Since joining the firm in 1977, Mr. Mead has developed on a variety of civil engineering assignments involving marinas and other coastal projects, storm water management, roads, sewers, dams, culverts, pumping stations, water distribution and septic systems. He has extensive experience in flood impact studies associated with various projects located in flood plains.

He has an integral role in the coordinaton of teams including architects, traffic engineers, utilities, municipal land-use officials and environmental agencies at the local, state and federal levels. Cesar has over twenty years’ experience in the land surveying profession. Raymond L. Redniss, PLS

Principal Surveyor

Ray Redniss manages and oversees the quality control of all survey projects. His specific responsibilities include preparation of detailed legal descriptions and air rights; conveyance mapping; research and opinions on tidal and riparian rights; reconstruction of boundary lines both through record descriptions and the evidence of possession; and, representing the firm and the profession as an expert witness on survey, boundary, and land use. In his six decades of experience, Mr. Redniss has been involved in the surveying and planning of much of the major development of downtown Stamford, and oversaw the survey coordination and processing for the Harbor Point Development. Mr. Redniss has also been involved with numerous development projects throughout the Fairfield and Westchester County areas.

Mr. Redniss is Principal Planner and previous President of Stamford-based design build firm Redniss & Mead, Inc. Over the past four plus decades, he has built a portfolio of award-winning projects throughout Fairfield County of virtually every scope and type – from residential, commercial, retail and industrial to educational, religious, government, and cultural to waterfronts,parks and open space.
